If a woman wants to perform Umrah and menstruation starts before wearing the Ihram, it is better for her to wait until she becomes pure. Once she is pure, she should wear the Ihram and perform Umrah. Taking medication during menstruation might harm health as it goes against the natural process. However, she should consult a doctor. If the doctor advises that taking medication to stop menstruation will not cause any harm, then she can take the medication, perform Ghusl (ritual purification), and proceed with Umrah.
