If there is an obligatory or Sunnah prayer to be performed, then that prayer should be performed. Since Tahiyyat al-Wudu is not an independent prayer, it is permissible to combine its intention with the Sunnah Mu’akkadah (emphasized Sunnah) prayer. There is no harm in doing so.
