Passing in Front of Prayers in the Haramain: Is It Allowed or Sinful?

Question: In the Haramain (the two holy mosques in Mecca and Medina), it is observed that people pass in front of those praying without hesitation, and those praying do not use a sutrah (a barrier). Is this permissible in the Haramain, or are those who pass in front of the worshippers sinful?

Answer: In all mosques, it is prohibited to pass in front of someone who is praying, and the person who does so is considered sinful. However, the situation in Haramain is different from other mosques around the world. Due to the constant large crowds, it is impossible to avoid passing in front of someone who is praying. Given this situation, it is permissible to pass in front of someone praying in the Haramain, especially in the Masjid al-Haram in Mecca, and the person passing will not be considered sinful.
