This is because once she assumes Ihram, she would need to remain in Mecca under its restrictions until she becomes pure, which could be challenging. In such a scenario, making a conditional intention is not beneficial. Conditional intentions are only applicable if she were pure when assuming Ihram and menstruation started later.
