Question: Is it true that when siblings talk, angels stop time because they will not meet or recognize each other in the afterlife?

Answer: Keep in mind that nowadays, people post emotional statements on social media just to make them viral, so that people find them strange and share them widely. This statement is also someone’s made-up emotional post and has no connection with Islamic teachings. 

My advice to you is not to give importance to such unreferenced or emotional posts and simply scroll past them. There’s no need to investigate such matters. Only when something is presented with a clear reference or attributed to a reputable person, and if there is doubt or confusion, should you consider researching further.
