Question: During Tawaf (circumambulation) around the Kaaba, there is mixing of men and women, and sometimes, despite not wanting to, a man may touch a woman. In such a situation, is it considered sinful?
Answer: It is not possible to create separate areas for women in the Kaaba, the Mataf (area for Tawaf), or the Sa’i (area for walking between Safa and Marwah). Men and women will perform Umrah, Tawaf, and Sa’i together in the same area, just as they did during the time of the Prophet Muhammad (peace be upon him).
Due to the large crowds, if a man’s body unintentionally touches a woman, there is no sin in this because it is an unintentional and unconscious act, which is forgiven by Allah. A person will only be considered sinful if they do this act deliberately.
