Entering Ihram for Umrah: Where and When to Make the Intention

Understanding the Rules for Ihram and Miqat for Umrah

Question: A family traveled from Riyadh to Madinah and then came to Jeddah after two days due to some engagements. Now they want to perform Umrah. Where should they make the intention for Ihram? They have been in Jeddah for four days, and they crossed the Miqat without Ihram. Will they need to offer a penalty (dam)?

Answer: If a person came from Madinah to Jeddah with the intention of performing Umrah but did not enter into Ihram and crossed the Miqat without it, and now wants to perform Umrah, they must return to their Miqat to enter into Ihram. If they enter into Ihram from Jeddah, they will need to offer a penalty (dam).

However, if the intention for Umrah was not firm and they came to Jeddah for work purposes with the thought that they might perform Umrah if they get the chance, then in this case, they can enter into Ihram from Jeddah without any penalty.
