The Islamic Ruling on Not Cutting Hair After Umrah and the Requirement of Dam

Question: A woman came to Saudi Arabia for three months and performed one Umrah each month. She did not cut her hair during the first two Umrahs, and she had relations with her husband but did not apply perfume. The third Umrah, she cut her hair. Does she owe a blood sacrifice (Dam), and how should it be given?  

Answer: The woman performed three Umrahs, and for the first two, she did not cut her hair even though she had relations with her husband after the Umrah. If this was done out of ignorance or forgetfulness, her Umrah is valid, but she must offer a sacrifice. According to Sheikh Ibn Baz (RA), the person must offer a sacrifice or feed six needy people or fast for three days, although slaughtering a goat is the best option. Therefore, this woman must offer a sacrifice for the first two Umrahs as a form of compensation.
